Possible moratorium in Romania?

(June 2, 2000) Reuters news agency reported June 2, 2000 that Romania plans to change adoption rules to give preference to local families. Vlad Romano, president of the National Agency for Child Protection (ANPDC), said there would be a moratorium on adoptions, expected to last three months: "Our plan is to grant Romanians the right to be the first to adopt children, followed by Romanians living abroad and then by foreigners."
In 1999 Romanians adopted 1,720 children, while foreigners adopted some 2,700. (70 children went to Canada.) He said the government wanted to encourage local families to adopt the 91,000 abandoned children of various ages who already live in institutions. Another 24,000 children live in foster care. 237,000 babies are born annually in Romania.
