INTERNATIONAL ADOPTIONS STEADY: 1,891 IN 2002Figures released by Citizenship and Immigration Canada show that intercountry adoptions are holding steady. In 2002 Canadians adopted 1,891 children from abroad, compared to 1,874 the year before. The numbers follow a pattern started in the mid-1990s. Intercountry adoptions to Canada have been fairly stable for eight years, running between 1,800 and 2,200 a year:
China kept its position as the most popular country by far. Canadian families adopted 771 children from China in 2002, a considerable jump from 618 in 2001. The increase went mainly to Québec, which overtook Ontario in 2002 as most popular destination for Chinese children, 365 to 266. Second place Russia is far behind China, with 146 Russian children finding Canadian homes in 2002, about the same as the 142 in the previous year. The increase in adoptions from China was offset by drops in other countries. Adoptions from Haiti to Canada dropped to 96 in 2002 (from 161 in 2001) as processing of files slowed down there. Adoptions from Vietnam to Canada dropped to 84 in 2002 (from 132 in 2001). Vietnam stopped taking foreign adoption applications in April 2002 in order to revamp its procedures. Foreign adoptions remain on hold pending new agreements with receiving countries. The relatively stable national statistics mask differences among provinces. In 2001 Québec and Ontario welcomed children from abroad in the same numbers, 713 and 703 respectively. Then in 2002 Québec surged ahead to become the leading receiving province: 788 children adopted internationally. Ontario saw its international adoptions decline, to 655. The extent to which SARS will affect adoptions from China in 2003 remains to be seen. Although Health Canada's Travel Health Advisory of April 7, 2003 recommended postponing travel to China, Canadian adoptive parents are treating their trips as definitely essential. Three groups of 20, 25 and 43 parents-to-be travelled in April. If the numbers for international adoptions in 2003 do decline, it will be the result of five countries being currently closed to foreign adoption: Cambodia, Guatemala, Romania, Thailand and Vietnam. What about Canadian children who need adoptive homes? Looking at domestic adoptions, roughly the same number of Canadian children find adoptive homes in Canada as do children from abroad. In the April 2003 edition of Child and Youth Care Forum the article, "Adoptable But Still in Limbo: The Forgotten Children in Canada", states that while over 20,000 Canadian children remain in care, only 2,000 are placed for adoption annually. Canada has a national photolisting web site, "Canada's Waiting Children", run by the Adoption Council of Canada. It shows photos and profiles of children in care of Canadian child welfare agencies and waiting for permanent adoptive families.
