Parents. News media. Read a national newspaper. Search print and electronic media web sites for mentions of adoption.

Because they're close to the ground, the agencies know what's happening. Check web sites and call for information packages. Even if an agency doesn't work in your country of interest, it might be able to point you in the right direction, or tell you about working with out-of-province agencies.
